New residential area in Charlottenburg: Citizen participation starts now!

Today, on October 22, 2025, a significant step was taken in the land-use planning of the Charlottenburg-Wilmersdorf district in Berlin. The public is invited to actively participate in the project-related development plan 4-71 VE. The participation phase runs from June 30, 2025 to August 1, 2025. The aim of this measure is to create the legal requirements for the creation of a new residential area in an area between Wiesbadener Straße, Franz-Cornelsen-Weg, Helgolandstraße and the “Wiesbaden” allotment garden colony.

The planned development plan provides for a total of around 220 residential units and includes ten apartment buildings, an underground car park and a landscaped courtyard with play areas. What is particularly noteworthy is that 30 percent of the floor area in the second and third construction phases will be used as rent- and occupancy-controlled living space. In addition, a public playground will be secured on Helgolandstrasse, which will benefit the community.

Public participation and access to information

Land-use planning is regulated in the Building Code (BauGB) and the Building Use Ordinance (BauNVO), which create a uniform planning law basis for all federal states. According to Section 3 Paragraph 1 of the BauGB, the public and those responsible for public affairs must be involved in the planning process at an early stage, which also happens through public discussion formats. In this case, too, this approach is implemented via publication on the Internet and through the exchange of statements.
