In the first half of 2025, the Ordnungsamt Friedrichshain-Kreuzberg found and punished a total of 138,439 traffic administrative offenses. This emerges from a current press release from the district. The high number of cases in which cars were parked in parking space -controlled areas without valid residents or parking ticket, which make up the majority with 113,940 cases, are particularly striking. In addition, 1,403 vehicles had to be implemented illegally, for example because they parked on cycling or sidewalks. The most common violations also include parking in the second row, at intersections, as well as on sidewalks or in holding bans.
The measures taken show how seriously the district office takes away traffic monitoring. As part of the patrol activity alone, 24,499 traffic administrative offenses were found, which also includes the administrative offsetting of scooters and e-scooters. 75 cases were imposed. A total of 453 cyclists were punished, which violated traffic regulations, for example by driving sidewalks or driving in the opposite direction. Another aspect of traffic monitoring in Berlin is the stopped project "Scancars". This should advance digital parking space management by capturing SCAN vehicles to monitor compliance with parking fees. The district office Mitte had announced good progress in 2021, but concerns about the data protection have led to the ceasing of the project, as rbb24.de. The challenges of parking space management
The problems of parking management are reflected in the structural conditions of the city. On average, private cars are only used one hour a day, which exacerbates the conflict around the tight parking space in the city centers. The DIFU (German Institute for Standardization) listed detailed advantages of parking management in a publication, among other things the avoidance of parking and relief for public space. These measures turned out to be relatively quick and do not require major investments in new streets.
The generated income from parking space management could be used to finance alternative transport offers and increase quality of stay in the city. Better traffic control could also improve air quality and increase traffic safety. Nevertheless, emotional assessments of the citizens, retail and the media often counter the implementation of sustainable city traffic strategies.
