Diversity in Berlin is in decline: acceptance values ​​are falling dramatically!

A recent study by the Robert Bosch Foundation shows a significant decline in the acceptance of diversity in Germany, including the capital Berlin. This was determined as part of the diversity barometer published in September 2023, which examines the population's attitudes to various dimensions of social diversity. It became clear that, especially in Berlin, a city that is often perceived as the “capital of tolerance”, approval of diversity has fallen significantly in several areas. According to that Daily Mirror the overall diversity index for Berlin falls from 71 points in 2019 to 63 points in 2023.

A total of 4,671 German-speaking people aged 16 and over were surveyed for the study in May 2025, including 312 Berliners, 79 of whom have a migration background. Acceptance in specific areas has changed noticeably. The value for sexual diversity fell from 84 points to 69 points and the value for ethnic origin even fell from 77 points to 59 points. This represents a drop of 18 points, highlighting the worrying trend of declining tolerance.

According to the results of the diversity barometer, published on September 16, 2025, there are high acceptance values ​​for characteristics such as disability and gender, while ethnic origin and religion in particular are more heavily criticized. The national average for the acceptance of religion, for example, is an alarming 34 points, and Muslims in particular are severely affected. At the same time, the study shows that there may be a societal oversaturation of diversity in large cities, potentially leading to negative experiences and reduced tolerance.

Political reactions and outlook

Federal Equal Opportunities Minister Karin Prien emphasizes the need to promote greater understanding and acceptance of different opinions. It calls on all social groups to make their contribution to strengthening diversity. In an open letter, she draws attention to the risks of violence and hatred and underlines the ministry's role as a bridge builder between different groups and generations in order to promote a diverse society. The current trends are cause for concern and are a clear appeal to increase acceptance in Germany again - a goal that is a challenge not only in Berlin, but nationwide. The Federal Ministry for Family, Senior Citizens, Women and Youth supports these efforts and calls on society to help shape it.
