Berlin is preparing for a full repetition to the Bundestag, since the Federal Constitutional Court has a floating procedure

Berlin is preparing for a possible complete repetition choice for the Bundestag, since the proceedings at the Federal Constitutional Court are still running. This was announced by the state election manager Stephan Bröchler in a YouTube video. The plans for this choice of repetition are part of the preparations for the European elections in June 2024.

Before had participated in a hearing from the Federal Constitutional Court. The Union faction in the Bundestag had sued the decision of the parliament to repeat the election only in part of the Berlin constituency. The traffic light coalition had decided that in 327 of the 2256 constituencies and in 104 of the 1507 postal voting districts a new election must take place due to election spans.

After the hearing, it is still unclear when the judgment will be announced and whether a complete or partial choice of repetition will be required. However, it is clear that the election must take place within 60 days of the verdict. Bröchler points out that 30 days less are available compared to the repetition choice in February this year. This means a new challenge for the national election management and the districts.

Bröchler hopes for important standards for future federal elections through the judgment of the Federal Constitutional Court. Reforms of the election organization have already been implemented in Berlin, but there is still a need for improvement. It is important to continue the structural reforms, such as the creation of a national election office and constant district voting offices and the strengthening of the rights of the state election manager.

The election to the Bundestag and the House of Representatives in Berlin in September 2021 was shaped by numerous problems, including long queues, wrong or missing ballot papers as well as temporary closings or late opening of polling stations. The hope now is that the election organization will be further improved in order to avoid such problems in the future.
