In a joint position paper, the Federal Association of German Volksbanken and Raiffeisenbanken (BVR), the Bausparkasse Schwäbisch Hall and the central real estate committee (ZIA) are calling for the immediate structure of a national building energy database in Germany. There is currently a lack of comprehensive energy and building data on residential and commercial properties, which makes a central role for banks as transformation financiers. In order to enable targeted investments in energetic renovation, the establishment of such a database is essential.

The building sector plays a crucial role in achieving the climate goals, since it has a large proportion of the final energy consumption and the energy -related greenhouse gas emissions in the European Union (EU). Without a significant increase in the renovation rate and access to detailed energy data, decarbonization of the building stock cannot be reached by 2050, according to Marija Kolak, President of the BvR. A national building energy database would make it possible to address and advise real estate owners. The energetic renovation of the outdated residential properties in Germany would not only improve energy efficiency and reduce greenhouse gas emissions, but also increase the value of every single property, explains Mike Kammann, CEO of Bausparkasse Schwäbisch Hall.

The Central Real Estate Committee (ZIA) emphasizes that data is the basis for facts and that a reliable factual basis is inevitable. Without such a basis, every regulation in the area of ​​the building sector is a game in the fog. Therefore, the time is forced to build a fully digitized nationwide database. This is the only way to meet the minimum efficiency requirements of the European building directive EPBD and the taxonomy conformity of real estate can be found, says Iris Schöberl, President of the Zia.

The database should be recorded and efficiently and fully digitized in order to enable a differentiated analysis of the nationwide building stock. Such a database would help financial institutions to fulfill legal requirements and risk management. At the moment, they are dependent on customers making their energy data available voluntarily. A central building database with stored energy certificates would make this process significantly easier.

The establishment of national building databases is already specified by the European Epbd building directive and is also supported by the coalition agreement, striving for the standardization and digitization of energy certificates.
