Berlin - The state recording program for people from Afghanistan, which was decided over a year ago, has so far remained without any implementation. Although the program provides for the protection of up to 500 endangered Afghan women in Berlin, not a single person has so far been affected. The Berlin Integration Commissioner, Katarina Niewiedzial, informed about this on Monday.
The state admission program was decided on December 14, 2021 by the Berlin Senate after the Taliban conquered the Afghan capital Kabul on August 15, 2021 and took control of the country. Berlin then declared his willingness to accept endangered people, especially children and the sick. However, it was stipulated that the order of admission is that people are in Afghanistan or a neighboring state and have no commitment to the Federal Ministry.
The Berlin Senate Department for Integration explains that the previous non -application of the state recording program is due to the necessary administrative and operational preliminary votes between various institutions. After the Senate decision in December 2021, the responsible interior administration submitted two admission orders to the Federal Ministry of the Interior - one for the state recording program and another for Afghan refugees who have close relatives in Berlin. The latter has so far only been true for Syrian and Iraqi refugees.
The examination of the state recording program was initially resolved due to clarification issues for the federal recording program. The Senate Department states that implementation will be sought from 2024.
The Federal Ministry of the Interior approved the recording regulation for Afghan refugees in autumn 2022, who have close relatives in Berlin. Corresponding applications have been made to the State Office for Immigration since January 12, 2023. Due to the long processing time for the visa allocation, however, there is no Afghan that would benefit from this regulation.
The Integration Officer Niewiedzial asks both the Federal Government and the State of Berlin to meet its responsibility. Berlin has the opportunity to accept people from Afghanistan in accordance with the 2021 state admission program, according to Niewiedzial.
The Federal Government had also promised an admission of particularly endangered Afghans in Germany after the Taliban took over the power of the Taliban, including many former local forces who supported the Bundeswehr and other German organizations. However, the program was temporarily suspended between March and June 2023 due to possible attempts to abuse. At the moment, more than 14,000 Afghans are waiting for their entry to Germany despite promise.
It remains to be seen when and how the state recording program in Berlin will finally be implemented to ensure the protection of endangered Afghans.
