The legal dispute over property rights, in particular claims for repatriation from the National Socialist era, has once again held up the project.
The Jewish community is not only demanding compensation, but also recognition of the injustice suffered. Discussions with the Senate administration to reach an amicable solution have not yet led to any tangible results. It is currently being discussed whether the areas should be transferred back or compensation payments should be made. The original goal of clarifying ownership issues by 2025 is now considered unrealistic. In addition, several restitution proceedings are ongoing in court, making it difficult to resolve the conflict.
Impact on the school and living space situation
Pankow is under pressure as the need for living space and school places grows. Accordingly, the district has drawn up a development plan for the construction of a community school; however, the start remains uncertain. The city's plans speak of an urban planning ideas competition from 2014, which envisaged development by 2035. The schedule is now significantly outdated.
Residents have already expressed reservations about densification because they fear the loss of green space. In addition, the district office demands that investigations into traffic, the environment and social infrastructure be continued. An application from the prescribed Dr. Michail Nelken from the Left Party aims to restart the planning process for the new development and to actively involve residents in the planning. The results of the integrated urban development concept (ISEK) are intended to form the basis for this new process.
Plans for careful densification
The planned densification envisages the creation of 700 to a maximum of 1,000 new residential units. The aim is to preserve green spaces and a balanced distribution of 1.52 m² per resident. The urban development, urban ecology and urban climatic aspects also play an important role in the considerations. An early environmental assessment should be incorporated into the planning process to ensure the quality of life of residents.
The new apartments should be based on the standards and rent levels of the Mühlenkiez. A parking concept that is tailored to the real conditions is also required in order to meet the needs of residents. This is accompanied by criticism that the current planning area is viewed as too small to adequately take into account the dependencies between different residential areas.
The efforts to carefully densify Michelangelostraße are therefore more than necessary in order to meet the challenges of growing demand. However, the path to agreement remains rocky and uncertain, while hope for progress remains.
