Surprising majority in the House of Representatives: Administrative reform sealed!
On Thursday, June 26, 2025, the Berlin House of Representatives finally decided to reform the Berlin administration's long -awaited reform with the votes of the CDU, SPD, Greens and Left. This new regulation aims to structure the responsibilities between the Senate and the districts more clearly and is regarded as a necessary step towards more effective administration. The AfD MPs contained this vote.
The state organization law contained in the reform is scheduled to come into force in 2026 and is part of a more comprehensive process that began in autumn 2022 with the initiation of the “Agenda for Administrative Reform” by the Berlin Senate. The aim of this agenda is to improve the functionality of the two -stage administration and an effective overall city control.
essential goals and measures of the reform
A central element of the reform is the clear assignment of responsibilities. In order to achieve these goals, a catalog is created that presents the tasks of the administration uniformly. The aim is to strengthen the districts in particular in their tasks and to solve the interface problem between the Senate and the districts. The reform also provides for a sharpening of the formulations on the right of intervention by the Senate in the district tasks and ensures that the expertise of the districts incorporates into Senate templates at an early stage.
The need for a new state organization law also arises from the need to revise existing regulations in order to meet the current challenges such as the shortage of skilled workers and limited financial scope. For this, a constitutional amendment was necessary, for the CDU and SPD votes from the opposition to achieve the required two -thirds majority in the House of Representatives.
The way to the reform
As early as December 2024, the draft law on administrative reform was adopted in the first reading in the Berlin Senate. These initiatives are borne by the Governing Mayor Kai Wegner, who emphasizes the transparent and integrative cooperation with the Senate Administrations and Districts. The entire process includes a comprehensive task survey and task criticism, which should be completed by the end of September 2024.
A uniform catalog of all the tasks of the Berlin administration is created in order to ensure the clear structuring and responsibility intended by the reform. The implementation of the recommendations for action from the extensive task criticism is planned for the first quarter of 2025 and is continued as a permanent task of the Berlin administration.
The Berlin citizens may be excited about these comprehensive changes and the associated innovations in the coming years. The political actors hope that the reform will not only lead to more effective administration, but also find acceptance and support in the population.
