New space for participation in Tempelhof-Schöneberg with animation videos!

The Tempelhof-Schöneberg district is strengthening citizen participation with the publication of four new animated videos. These videos are part of the district's initiatives to promote understanding and opportunities for citizen participation. They can be found on the “Interesting information about participation” subpage of the Room for Participation and are also made available on the district YouTube channel. The animated films cover essential topics such as citizen participation, a list of plans for transparency about projects in the district, how participation works and the tasks of the district council (BVV). The appealing animations and clear language of the videos serve as low-threshold access to questions of participation, as berlin.de reports.

The videos were developed by Atelier Hurra on behalf of the Space for Participation. This is part of the district office's ongoing commitment to actively involve citizens in decision-making processes and to give them an understanding of the diverse possibilities for participation.

Guidelines for citizen participation

In May 2022, the Tempelhof-Schöneberg district office adopted the “Guidelines for Citizen Participation”. These guidelines were developed by a trialogue working group and aim to create standards for forms of participation that are not regulated by law. This complements the legally required citizen participation and affects all processes and projects of the district administration, such as [netzwerk-demokratie-und- Beteiligung.de](https://www.netzwerk-demokratie-und-teilig.de/kommunale- Beteiligungspolitik/sammlung-kommunale-leitlinien/einzelansicht-leitlinien/article/berlin-tempelhof-schoeneberg/) explains.

The principles of participation include neutral support and moderation of procedures as well as informing citizens about participation opportunities at an early stage. Furthermore, written disclosure of the scope for decision-making in participation processes is sought. This aims to enable citizens to play an active role and involve them in processes at an early stage.

Instruments for implementation

In order to promote participation, a district contact point for participation (BAB) was set up. This represents a central contact point for questions regarding citizen participation and is made up of administrative employees and an independent, non-profit organization from civil society. In addition, a district list of projects will be approved for the first time in December 2023, which will provide information about current and future district administration processes. This list includes both projects from private developers and public projects, as [stark-machen.de](https://stark-machen.de/publikationen/netzwerk-buerger Beteiligung-handlungsommen-sammlung/) explains.

With these measures, the district office not only wants to increase transparency in administration, but also continuously involve citizens in decisions. A participation advisory board, consisting of members of administration, politics and society, supports the implementation of the guidelines to ensure that the desired standards are met.
