New EU building directive for energy -efficient renovation - opportunities and challenges in Germany
With the adoption of the revised guideline over the overall energy efficiency of buildings (EPBD), the EU has created new requirements for the renovation of the building stock. The rules generally welcomes the transparent building envelope (RTG), which represents the glass industry, window and facade construction as well as the sun protection and automation industry. The EU countries now have to regulate that the energetically worst 16 percent of their non-residential buildings will be energetically modernized by 2030 and the worst 26 percent by 2033. Such minimum requirements were originally under discussion for residential buildings, but were not implemented. In Germany, the building renovation rate has recently dropped to approx. 0.7 percent, which means that statistically not even one building is renovated energetically per year. The Federal Government must now quickly implement the guideline and improve the funding programs in order to achieve the climate goals. The traffic light government will present the implementation of the guideline with great challenges.
In Berlin there are a large number of older buildings that have to be modernized energetically in order to reduce energy consumption and achieve the climate goals. The implementation of the revised EU building guideline will help to ensure that the renovation rate in the city increases and the building stock becomes sustainable. The Berlin construction industry and craft businesses will benefit from the increasing demand for renovation measures. The measures for energetic renovation usually include the exchange of windows and facades, the insulation of walls and roofs as well as the installation of efficient heating and ventilation systems. This not only reduces the energy costs of the building owners, but also reduces CO2 emissions.
The history of energetic building renovation in Berlin goes far back. As early as the 1970s, it began to carry out energetic measures in residential buildings. Various funding programs have been launched over time to make energy renovation more attractive for homeowners.
A table with relevant information could provide information about the number of buildings in Berlin that must be modernized energetically, as well as the previous renovation rate and the planned goals.
+———-+—————-+--—————-+
| Building type | Refurbishment needs | Refurbishment rate (approx.) |
+———-+—————–+--—————-+
| Residential building | XX% by 2030 | 0.7% |

| Commercial | XX% up to 2033 | XX% |

In order to achieve the goals set, the federal government must now provide the necessary funding and create incentives for homeowners to renovate their buildings energetically. The traffic light government faces the challenge of reconciling necessary investments with household savings. The construction and renovation crisis in Germany must not be dragged further, as this would have negative effects on the entire construction industry and its employees.
The representative dance transparent building envelope, which represents the interests of the glass industry, window and facade construction as well as the sun protection and automation industry, recommends the Federal Government to implement the directive promptly. The energy consumption in living can only be reduced by quick implementation and the climate goals can be achieved. The companies in the construction and renovation industry in Berlin would benefit from increasing demand for energetic renovation measures and could create jobs.
The implementation of the revised EU building directive is a major challenge, but also an opportunity for Berlin to make the building stock sustainable and to make an important contribution to climate protection. The Federal Government is required to implement the necessary measures and to support the construction and renovation industry. The climate goals are only achieved through joint efforts.
