Agree in the household dispute: Brandenburg municipalities breathe up!
On May 27, 2025, there are important news from Brandenburg: The state government has reached an agreement with the municipalities to end the dispute over the budget. This agreement, which was announced by the Ministry of Finance on Tuesday, includes several significant changes. Planned cuts for the municipalities are partially withdrawn, and the repayment of housing benefit in the amount of over 94 million euros remains, but it is staggered. However, it is still unclear whether the municipalities have to reimburse the amounts in full. Representatives of the municipal umbrella organizations had previously threatened with lawsuits and warned of budget protection and forced administration by the country.
The counties reported "deep red" figures for 2025 and a "record deficit" in the previous year. The Brandenburg district council rated the agreement positively, and its chairman Siegurd Heinze expressed that a compromise was found with which "everyone can live". In addition, the counties do not have to adjust their households again in the current year or make deletions.
budget development and investment needs
Finance Minister Robert Crumbach (BSW) described the agreement as a "fair compromise", while managing director Johannes Wagner referred to the need to continue the common path. The investment needs of the counties will be estimated at around 3.8 billion euros by 2028, whereby funds are needed from the special fund to cover this need. The draft budget of the 2025/2026, which has already been passed in a further step, has a balanced volume of 16.69 billion euros for 2025 and 17.40 billion euros for 2026.
The draft budget is presented to the state parliament for approval, and the first reading could take place before the Easter holidays. However, federal funds for investments have not yet been taken into account in the budget. According to Crumbach, the budget negotiations have been the most difficult in recent years without there being any noteworthy scope or growth. Savings are made and the repayment services for loans from 2020-2023 will be suspended in the household years 2025 and 2026.
budget structure and distribution
The budget is divided into an administrative and an asset budget. In the administrative budget, all wealth ineffective and expenditure, such as taxes, fees, and defects, contains. The asset budget, on the other hand, includes the planned expenditure on land acquisition and construction work that is important for the future development of the municipalities.
essential cornerstones of the household include:

A transparent budget is of crucial importance for local ability to act and gives transparency about the financial situation of the municipalities in Brandenburg. In this regard, the budget statute decided by the representative body is legally binding.
With this agreement and the new double budget,The Brandenburg state government shows how important it is to ensure the financial framework for the municipalities sustainably and to take into account the interests of everyone involved.
