Calculation of traffic in Reuterkiez: Court confirms new measures!
Neukölln, Deutschland - On June 17, 2025, the Higher Administrative Court of Berlin-Brandenburg decided in an urgent procedure that the traffic law measures in the Reuterkiez in Neukölln will be temporarily passed. This decision confirms a prior order from the Berlin Administrative Court. In the past few months, residents and road users have complied against the traffic -calming measures that were ordered by the district office in November 2023.
The measures include one -way regulations, a ban on passage and the list of bollards. These bollards, known as modal filters, serve to calm traffic and reduce the number of accidents. Locals had considered the measures necessary because they could increase the quality of life in the quarter. However, the applicants, including two residents and a road user from another region, turned against most of these orders. In their opinion, the measures were exaggerated and led to unnecessary restrictions.no discretionary error determined
In the judgment, the 1st Senate of the Higher Administrative Court found that the applicant's complaint should be rejected. The administrative court had taken into account all orders as a whole and considered the available data on traffic counts, through traffic and the number of accidents as unobjectionable. The judges emphasized that no special danger for individual roads or streets had to be proven to justify the decision -making process. The district office is entitled to a scope for assessment when determining suitable measures. The requirements were regarded as part of a comprehensive overall concept that serves to calm traffic.
modal filter and their meaning
The discussion about traffic -calming measures, such as those introduced in Neukölln, is not new. Another case represents the legal examination of a modal filter in Tucholskystrasse in Berlin-Mitte, where the traffic authorities ordered a conversion into a bicycle road in June 2023. Here, however, it was found that there was a lack of a qualified danger situation in order to justify these measures. Neither expressive traffic or accident figures were presented after the bicycle road was set up, nor could the proportion of through traffic. These problems illustrate the challenge of finding suitable measures for traffic calming that are both effective and legally durable.
Modale filters turn out to be a simple and effective solution against unwanted through traffic. They not only create traffic -calmed districts, but also provide more space for residents. At a time when motorized traffic is often considered an unwanted type of traffic, the planning of such filters offers a refreshing perspective on the design of urban rooms. According to the ADFC study, these measures are particularly useful in quarters with high creep traffic and overloaded side streets. They help to increase the quality of life by effectively reducing traffic in residential areas and increasing security.
In view of the latest developments in the Reuterkiez, this could be a positive example for other districts in Berlin and beyond that the similar challenges.Details | |
