In a recent study by the eco-institute and the German Tenants' Association, the socially just support for energetic renovations of rental apartments is discussed. In order to ensure socially just funding, the study suggests the introduction of an additional funding bonus that is linked to the condition that the landlords undertake to keep the rent in the long term below a certain upper limit. It is also proposed to provide additional funding for the renovation of social housing.
The study proposals offer concrete measures to implement the European building directive in national law. The Federal Ministry of Economics and the Federal Ministry of Building, which are responsible for the renovation funding and social living space funding, should implement these suggestions.
The study of the eco-institute shows that households can be specifically promoted with low incomes in order to achieve a fair transformation in the building sector. So far, households with high incomes in particular have been taking funding for the energetic renovation of buildings.
