Berlin, Deutschland - On July 14, 2025, the State Ministries for Culture and Science of the two neighboring federal states of Berlin and Brandenburg signed a comprehensive agreement on the joint use of the Cooperative Library Association Berlin-Brandenburg (KOBV). Financing and membership in KobV

An important aspect is membership of the KOBV, which is linked to certain conditions. The annual flat rate for membership can be reduced at justified application. KobV informs that corporate libraries pay a 100% increased membership, while membership is only possible for publicly accessible stocks.

For members and non-members, the KOBV offers additional services against a fee, which are regulated in bilateral cooperation agreements. An important point in the contribution regulations is that by the end of 2024 KOBV services are not subject to sales tax liability. After the transition period from January 1, 2025, however, the statutory sales tax is expected to be charged.
