Das Bezirksamt Reinickendorf fordert den Berliner Senat auf, rechtssichere Rahmenbedingungen zu schaffen, um die Beschäftigung von Honorarkräften an Volkshochschulen, Musikschulen und Jugendkunstschulen zu gewährleisten. New contracts can only be concluded if the Senate ensures corresponding legal certainty.

There is a fear of considerable risks regarding criminal liability and the obligation to recourse for employees who sign fee contracts. The examination of the contracts therefore serves to protect employees within the framework of the duty of care.

In Berlin and other German cities, the employment of fee forces at adult education centers and other institutions has been the focus for a long time. The uncertainty regarding the independence of these teachers ensures uncertainty and obstacles to hiring new forces.
