Reform of electricity market design: Bee demands an orderly debate and longer consultation period

requires a reform of the electricity market design

02.08.2024, Berlin - The Federal Ministry of Economics has presented a presentation for the options for a future electricity market design today. This development is welcomed by the Federal Association of Renewable Energy (BEE), which, however, expressed concerns about the period of survey and demanded an orderly debate.

In the period from February to December 2023, the platform climate -neutral electricity system (PKNS) examined various aspects of the electricity market and showed different solutions. The BEE believes that the in -depth discussion on this complex topic has been neglected in the temporary consultations. Nevertheless, the BEE is satisfied with the fact that the report is now available seven months after the PKNS work has been completed.

"In terms of content, the clear commitment of the Federal Ministry of Economics and Climate Protection for the uniform German-Luxemburg electricity trade zone is an important basis for further work in order to tackle the challenges that arise from the transformation of the energy industry," says Simone Peter, President of BEE.

"The announcement of a coordinated flexibility agenda is also expressly welcomed, since options for flexibility, such as bioenergy or hydropower, represent one of the solutions. Producers, storage and consumers now urgently have to get incentives to react to the needs of renewable energies and not only add individual," added Peter.

The BEE, however, warns against replacing the proven security system of the Renewable Energy Sources Act (EEG) with inadequately discussed models. "The energy transition requires high investments. Investments require security and reliability. Today it is guaranteed that sufficient funds can be mobilized from a broad actor landscape even with low equity. Every reform of the electricity market design must be measured as to whether the provision of funds is still secured through the market," warned Peter.

The short period of time for the consultations until August 28th. During the main holiday time, the BEE is unacceptable. For an orderly inclusion of the associations, the deadline should be extended by at least two weeks until September 13th.

Finally, Peter emphasized: "In its package of measures to increase the flexibility in the electricity market and to reduce the costs of the energy transition, a triad of significant increase in flexibility, better use of the existing network infrastructure is necessary by building the network connection points and a quantity -based security system."
