Problems with the e -file: Berlin district pulls the emergency brake due to dysfunctionality - employees overloaded

Problems with the e -file: Berlin district pulls the emergency brake due to dysfunctionality - employees overloaded

The district of Berlin-Mitte has decided not to use the E-ACTS for the time being. District Mayor Stefanie Remlinger said that the current functionality of the E-ACTE leads to a large additional effort and that its employees could not be added.

According to Remlinger, the interfaces to other authorities do not work. The scanner software cannot read out the information from the incoming documents and forward them to the right places and offices. Therefore, the employees must call each document individually and enter the information manually. However, since there is not enough staff, this effort is not sustainable.

Remlinger draws the conclusion that the e-file has no sense for the districts as long as there is no intelligent software available. Other mayors submitted similar assessments at a hearing in the House of Representatives.

The introduction of the E-Action in the Berlin districts has been prepared for years, but the date has been postponed again and again. It is currently planned to introduce the E-file in 2025. Among other things, the goal is to relieve the employees of the youth and social welfare offices and to have more time for their actual work. The system should then be available for around 70,000 PC workstations in around 80 authorities.

also Berlin's new State Secretary for Digitization, Martina Klement, sees great need for improvement in the introduction of electronic acts in the administration. She expressed dissatisfaction and defects in the product and is in contact with the manufacturer to improve the product and create a timetable towards a functioning e-file.

In an interview with the Tagesspiegel,

Klement emphasized that the cooperation with a provider is planned. However, it remains to be seen whether the improvements will be satisfactory.

Martina Klement has been responsible for the area of administrative modernization since the beginning of May and is working as part of the black and red coalition under the Governing Mayor Kai Wegner (CDU) on the further development of the e-file.

It remains to be seen how the negotiations and the development of the E-files will be shaped in the coming weeks and months.
