Car energy consumption labeling regulation in force: challenges for automotive trade
Yesterday the new car energy consumption labeling regulation (PKW-ENVKV) was announced and came into force today. This new regulation presents the automotive trade with sporting challenges, since from now on all newly issued labels and advertisements must meet the new regulations. There is no transition period for the companies to attach the new energy labels and to make the necessary changes in the systems.
The new energy label no longer only includes consumption and emission values, but also information on the energy costs at 15,000 kilometers of annual mileage, the amount of motor vehicle tax and possible CO2 costs over the next ten years at 15,000 kilometers of annual mileage. In addition, CO2 classes are now given instead of the previous efficiency classes.
The calculation of the possible CO2 costs over ten years represents an additional bureaucracy compartment for the automotive industry. Although manufacturers and importers have to deliver all data, the dealer cannot wait for it and, regardless of this, must use the new data immediately. According to the ZDK (Central Association of German Motor Motor Trades), this opens the warning club door to make profit from it.
labels that were created before February 23, 2024 may be used on the vehicle and as notices until May 1, 2024. Advertising and electronic storage media are still valid until August 1st of this year.
Ulrich Dilchert, legal expert of the ZDK, describes the immediate changeover to the new regulations as an overwhelming economy. He argues that this change was not necessary because the amendment of the regulation was already planned for 2018. According to Dilchert, a reasonable change within a month or two would have been possible.
The effects of the new car-Envk-based regulation on Berlin car dealerships and the automotive industry could be significant overall. The additional bureaucracy and the immediate changeover to the new regulations could bring both financial and organizational challenges for companies. It remains to be seen how well the companies will be able to adapt to the changeover and to implement the new labels and advertising materials in good time.
Historically, the automotive industry in Germany has repeatedly struggled with new regulations and regulations.
