National circulatory business strategy 2045: BDE and BNW Halfunganing the raw material consumption and doubling of recycling raw materials
BDE and BNW: High quality recycling and circular business models are the future
Berlin, July 8, 2024. The BDE Federal Association of German Disposal, Water and Circular Economics e.V. and the Federal Association of Sustainable Economy e.V. have welcomed the presented draft of the national circulatory business strategy (NKWS) as a pioneering step towards a sustainable and circular economy.
The two associations emphasize that the target set in the NKWs to reduce the raw material consumption per person and year until 2045 by half to eight tons, is an effective guideline for a consistent circular economy. In addition, the doubling of the proportion of recycling materials in the overall power consumption according to BDE and BNW is an ambitious goal, which can only be achieved through the establishment of circular business models in order to significantly reduce our raw material consumption.
The support of these ambitious goals by the BDE and BNW is of great importance. A significant reduction in the use of primary raw materials is essential, and only through a demanding vision can circular economic practices become the new standard.
Anja Siegesmund, President of the BDE, emphasizes: "The circulation of raw materials is crucial for a strong, sustainable economy. High -quality recycling provides the raw materials of the future and creates crisis resistance. We need clear political guardrails and intelligent regulation. Implementation of the rules and investments in new infrastructures. ”
dr. Katharina Reuter, Managing Director of the BNW, adds: "Eight tons by 2045 - if the Federal Government guarantees a comprehensive implementation of the strategy, this can succeed. Strategies require patience. It is about promoting circular production processes and business models today.
One of the central fields of action in the circular economy is the manufacturer's product responsibility. The BDE and the BNW welcome the focus of the NKW to expanded product responsibility, including a firm anchoring of the design for recycling, prioritization of mechanical recycling and ambitious minimum quotas for the use of recycling materials in various fabric flows. It is particularly positive that the federal government wants to create incentives for the economic use of recycled materials. Together with public procurement that promotes the use of circulatory -friendly products, an environmentally friendly and at the same time added value -adding circular economy can be developed faster.
However, there are no concrete suggestions on how the formulated goals for circular business models in the areas of textile, electronics and packaging (rental, repair, leasing, reuse, recycling) can be achieved. There is a need to catch up here: the NKWs must clarify who is responsible for the implementation of the measures, who guarantees their success and who reviews their effectiveness.
There must also be clarity about the financing of the measures and the further implementation of the strategy. This requires a budget for investments, research and the planned “circular economy” action program, which corresponds to the NKWs. Possible financing could also be deleted by the climate -damaging subsidies.
Many legislative proposals, such as the electrical and electronics law (ElektroG) or the commercial waste regulation, should also be completed in this legislative period in order to give the companies clear guidelines for their actions. At the same time, additional efforts to accelerate approval processes for climate protection and criticism are required.
