New residential area in Rahnsdorf: Haserne Hessenwinkel is revitalized!
On the site of the former Ho Chi Minh barracks in the Rahnsdorf district of Berlin, a new residential area with 450 apartments is to be built in the 2030s. On April 1, 2025, the city and land of Wohnbauten-Gesellschaft mbH, in cooperation with the Treptow-Köpenick district office, organized an information event to inform residents about the planned developments at Fürstenwalder Allee 356. This is related to the project -related development plan, which was passed by the district office in December 2024, which initiated the official process. [Development City] (https:// development city.de/bebauung-kaserne-hessen-hessenwinkel-stadt-und-land-startet-female dialogal/) reports that the construction for the project was scheduled for the project in the early 2030s.
The project not only includes living space, but also a daycare center for 60 seats, a neighborhood garage with 460 parking spaces and spacious green areas. The entire area is 47,220 square meters, but the structural conditions are to be classified as challenging due to the dilapidated prefabricated buildings and the suspected ground. In addition, the area is in a water protection area and is therefore subject to strict environmental requirements. According to an urban development decision of the Treptow-Köpenick district office, which concerns the initiation of the plan line-up process for the development plan 9-100 VE, at least 450 residential units are to be built by 2030. historical backgrounds
The Ho Chi Minh barracks, which served as a training center for GDR border troops from 1970, has an eventful history. After reunification, asylum seekers and Russian Germans were temporarily accommodated there before the buildings had been empty since 2000. This historical use has made the later reuse of the area significantly more difficult.
In 2019, the city and state of Wohnbauten-Gesellschaft mbH acquired the areas, with the exception of a small sub-area. The planned new construction of a fire station for the Wilhelmshagen volunteer fire brigade, for which a building permit has already been granted, is also part of the project, the construction work of which should be completed in mid -2026.
public participation and next steps
The early public participation for the construction project runs until April 25, 2025. Residents are invited to bring their concerns to official channels. Future steps include the announcement of the urban development decision in the Official Journal for Berlin and the participation of relevant authorities to ensure comprehensive integration of the planned residential development and social infrastructure.
The plans also provide for refugees to integrate decentrally into the new living rooms after temporary accommodation, which is part of a comprehensive concept for socially acceptable living space. The challenges remain the necessary ground cleaning measures and the consideration of species protection law requirements, since biotopes worth protecting on the site could have developed on the site.
