Hospital reform: Federal Minister of Health is looking for exchange with practitioners

Federal Minister of Health Professor Dr. Karl Lauterbach invites those responsible for responsibility for the hospital for an exchange to the Federal Ministry of Health. In this context, there are two special guests: Jessica Llerandi Pulido, Managing Director of the Evangelical Hospital Mettmann, and Olaf Walter, Managing Director of the Evangelical Clinic Gelsenkirchen and the Evangelical Association Augusta Ruhr, will bring the perspective of the Evangelical hospitals into the exchange.

The Diakonie Germany and the German Evangelical Hospital Association (DEKV) have given a statement on the draft of the law of the law to improve the quality of care in the hospital and to reform the remuneration structures (Hospital Settlement improvement Act - KHVVG). In it, they emphasize the need for financial security for hospitals to ensure that the needs -based care ensures.

The statement contains various measures for short -term support and the economic security of hospitals. A central point is the complete takeover of the orientation value to the state base case. The orientation value reflects the average annual percentage change in hospital costs. The current statutory cap of 33 % means that the income of the hospitals increases less than the actual costs. The opinion calls for the application of the orientation value without deductions for the years 2022 and 2023.

The so -called fixed cost decline (FDA) is also addressed. This should prevent unnecessarily high treatment numbers for economic reasons, but was obsolete through corona apandemy. The stationary number of cases has decreased permanently and a quantity expansion is not possible due to the underfunding of the operating costs. The statement therefore calls for the last time to apply the FDA for the agency year 2022 and no longer raise them from 2024.

The statement also goes into other topics that can be downloaded from the DEKV Website.

Overall, the proposals of Diakonie Germany and the DEKV show the challenges in the financing and care of hospitals. The economic situation of many hospitals has been tense with non -influential factors such as the wars in Ukraine, Israel and Gaza, inflation and decline in stationary cases since 2019. The opinion of the DEKV and Diakonie Germany therefore calls for measures to support short -term support and long -term economic security of hospitals to ensure good health care in Germany.

historical facts:
- The financing and remuneration of hospitals is a long -term topic in German health policy. Reforms were repeatedly discussed in order to ensure that the need for needs and at the same time take into account the economic situation of the hospitals.
- Coronapandemic has also tightened the financial situation of many hospitals, since in addition to the health challenges, financial failures also arise due to canceled treatments and additional costs.

Table:

| Measure | Demand |
| ——————————————— | --—————— |
| Takeover of the orientation value | Application without deductions for 2022 and 2023 |
| Fix costing coaching (FDA) | Last application for 2022 and abolition from 2024 |
