Fight against the authorities ping pong: Berlin's major administrative reform!

In a significant step to optimize the Berlin administration, the Senate decided on Tuesday to introduce a new State Organization Act . The aim is to clearly regulate the responsibilities between the Senate and the districts and to end the often criticized “authorities pingpong”. Governing Mayor Kai Wegner (CDU) spoke of an "important milestone for Berlin". The law is expected to come into force on January 1, 2026 after it is initially discussed in the council of the mayors and in the House of Representatives.

The reform identifies over 4000 tasks, 800 of which had no clear responsibilities and 300 neither of the two sides felt responsible. Wegner emphasized the need to make the administration of modern and future -proof. Despite the positive feedback, the opposition seems to split: While the left signaled a constructive cooperation, the AfD expressed its concerns about the integration into the process.

In addition to the administrative reform, the Senate decided to introduce a Berliner-zeitung.de/news/beriner-sat-schliess-gesetz-zur-- and--- Payment card-li. This measure is intended to regulate financial support for newly incoming asylum seekers in Berlin and is expected to come into force without a fixed date. Wegner wants to accelerate the asylum procedures that should not take longer than six months in Berlin and limit cash payments to an upper limit of 50 euros. A review of the model is planned after six months to evaluate the effectiveness of the measures.
