The planned introduction of the E-Action in the Berlin administration, which was planned for 2025, stems. After initial experience with the software, massive problems have been shown that question the schedule. Especially in the Mitte district, which is considered a pioneer in administrative modernization, the e-file causes great dissatisfaction.
The interfaces of the E-ACTE to other central programs do not work properly. The hoped -for discharge and simplification for the employees are missing. District Mayor Stefanie Remlinger (B’90/Die Grünen) therefore prohibited the use of the software. The scanners that should recognize and sort documents are particularly problematic. However, the scan software is incorrect and does not serve its purpose. It can only read the administration's input date.
Due to the restricted functions of the software, eleven employees are busy scanning documents and distributing them to the various departments and offices. However, there are not enough employees available for this. In the Mitte district office there is a large amount of forms, modest and mailings to edit every day. Every additional click becomes an enormous additional effort that is repeated thousands of times.
The criticism of the E-ACTE comes not only from the Mitte district, but also from the mayors of other districts. In a hearing in the House of Representatives, this also expressed doubts that the project has a future in the current form. The administrative secretary Martina Klement speaks of high dissatisfaction and detectable defects in the purchased software. Talks with the contractual partner should clarify whether improvements are possible and how it can go on.
The deputy chairman of the left group in the House of Representatives, Tobias Schulze, pleads for a restart if the basic system does not work. Lars Rauchfuß from the SPD parliamentary group emphasizes that the introduction of the e-file must be made a top priority. The governing mayor Kai Wegner should get up to date and act until the end of the summer break.
District Mayor Remlinger recommends the governing mayor to visit the Mitte Job Center, where the E-file has already been successfully introduced. Intelligent scan software is used there that works more efficiently and needs less intermediate steps.
It remains to be seen whether and when the problems with the E-ACTE can be solved and how the administrative modernization in Berlin continues. A renewed tender for the project is a possible option.
