Global overlay day: We have to do more economical! - BUND calls for a resource protection law

This Thursday, humanity consumed the renewable resources of the earth that are available to us purely mathematically for the whole year. It is an alarming sign of overexploitation on our natural livelihood. Especially industrialized countries like Germany live significantly over their circumstances and contribute significantly to species death and the climate crisis.

The BUND for the Environment and Nature Conservation Germany (BUND) therefore demands quick measures from the Federal Government to significantly reduce resource consumption and protect our planet. The chairman of the federal government, Olaf Bandt, emphasizes that Germany has a significant share in global wasted resources. Mining, chemical industry and industrial agriculture are some of the areas that make a significant contribution to the problem. It is gratifying that the draft for the national circulatory management strategy (NKWS) has made a first step in the right direction. Now, however, it is urgently needed to adopt this draft and implement them bindingly.

A solution lies in the introduction of more sufficiency, less resource consumption and higher quality of life. Longer durability and better repair options for products can benefit both the environment and the wallet. Reusable systems help to avoid waste and protect resources. This also creates new jobs and reduces the dependence on imports. However, it is necessary to take binding measures to strengthen these areas. For example, by 2045, reusable systems should be established in the packaging area. It is a good goal, but there is no effective measures to achieve it.

The NKWs describes the current problems, but does not determine any concrete activities and responsibilities. The federal government supports the goal of the strategy of halving resource consumption, but also welcomes more ambitious goals. However, it is regrettable that no revision of the legal framework is provided.

The federal government has long been calling for a resource protection law with clear protection goals, an achievement year, reduction paths, monitoring, sanctions and reporting obligations. This law is needed to achieve the binding climate protection and biodiversity goals under international law. A legal framework is urgently required to create clear responsibilities and create real incentives for a sustainable economy. The Federal Government must launch a resource protection law as part of the national circulatory business strategy.

Germany needs a rethink

The fact that the world population has already used all natural resources in summer that our planet can deliver within a year should move us to rethink. Humanity lives on pump for the rest of the year. The overlay day marks the day when we claim more arable and pasture land, fishing grounds and forest, are available as arithmetically. At the same time, we emit a lot more CO2 than to accommodate forests and oceans. The world population currently needs 1.7 earths, Germany even three earths.

It is urgently needed to reduce our consumption of energy and material resources. This requires long -term measures such as a replacement of the global economic model from the growth paradigm and the creation of new guidelines for prosperity. However, in order to give impulses for this transformation at short notice, we need a resource protection law with clear reduction paths.

circular management that can play a crucial role in reducing resource consumption is also of crucial importance for resilient fabric flows. In this area, the federal government has taken a positive step with the development of the NKWs. However, the circular economy also has its limits, since circuits cannot be completely closed physically and primary raw materials can only be partially replaced by secondary raw materials. Therefore, the NKWs must concentrate on the overarching goal of the absolute and significant reduction in primary resource consumption.

The traffic light coalition has set itself the government goal of reducing the consumption of non -living primary raw materials by about a tenth by 2050 and determining an intermediate target of 50 percent by 2030. In order to achieve these goals, it is essential to adopt a resource protection law in which these goals are anchored.
