In Berlin, Labor Minister Hubertus Heil (SPD) announced in an interview with RTL and NTV that there will be no increase in citizenship in 2025. This “zero round” follows a strong increase in 2024, while the inflation rate has recently dropped significantly. Heil explained that under the current circumstances, the legal mechanism required not to raise the control rates. His clear point of view: "This is really the case."
However,he emphasized the need to help people in need, and found that the citizens' allowance only ensured the subsistence level. At a time when many are faced with financial challenges, it is important for those affected to know that this support is fundamentally but not plentiful. But Heil not only sees this topic central. Another important topic is the sanctions for people who do not participate in job offers.

Heil also announced that the regulations regarding the obligation to cooperate for job seekers are checked stricter. There are already existing requirements, but many job centers feel too bureaucratic. The minister explained that it was not about considering everyone as lazy, but for people who do not appear chronically to make appointments, consequences should follow.
A clear appeal from Heil is directed against social abuse. Blackwork work while receiving citizenship should be punished with harder sanctions. He also announced improvements in data exchange between job centers and the customs department for undeclared work to better counteract the problem.
A look at the developments in the citizens' allowance shows that the remuneration rose in early 2024. People who receive basic security were able to look forward to a noticeable increase - single adults received 561 euros per month, which represents an increase of 12 percent compared to 2023. Couples come to 506 euros, while the amounts for children and adolescents vary between 357 and 471 euros.
Despite these increases, the FDP has already requested extensive reforms in the citizen benefit, and Federal Minister of Justice Marco Buschmann even brought the opportunity to talk about cuts. The zero round announced by the Ministry of Social Affairs in the summer further fueled the discussion. On this topic, the ministry said at the end of July, when it was said that in view of the falling price increases, one did not expect an increase in January 1, 2025.
The topic of citizenship money remains highly topical, especially with regard to the social security of the needy in the country. The zero round may seem understandable from a financial perspective, but it raises questions about how the subsistence level can be maintained while at the same time measures against abuse and inefficiency must be taken in the system.
