Berlin CDU/SPD senate takes up 5 billion loan for climate protection and bypasses debt brake
Berlin takes up a 5 billion loan to promote climate protection. The debts are to be scelled from 2030 and will not be repaid fully until the end of 2055. Financial Senator Stefan Evers from the CDU justifies the need for the loan with the fact that the necessary investments for climate protection cannot be represented in the context of a normal budget.
The climate emergency position has intensified due to the increased energy prices due to the Ukraine War. In order to be able to demonstrate CO2 reduction, the funds in the renovation of state-owned buildings, energy generation, mobility (including electrification of fleet) and the support of the economy should flow in the switch to renewable energies.
Alexander Kraus from the Federation of Taxpayers, however, sees the special climate debts of a violation of the constitutional debt brake. FDP boss Christoph Meyer also criticizes that the finance senator goes the path of the slightest resistance to finance his own projects.
The money is not absorbed in one fell swoop, but whenever it is needed. If the need is even greater at the end of 2026, another 5 billion package could be recorded.
The Senate proposes to the parliament of collecting lists for the implementation of the climate projects, which then decides. Buildings like the Red Rathaus make up 40 percent of CO2 emissions. Currently, only one percent of the inventory is being renovated energetically annually, while it should be twice as much. In the police, the renovation backlog is over one billion euros.
Traffic in the city still expelled 5.64 million tons of CO2 in 2019. The BVG bus fleet is said to be 15 percent switched to electric vehicles in mid-2023. The public fleets, including the BSR and the police, are expected to drive fossil -free until 2030.
Another approach to climate protection is the installation of more solar panels on roofs. The company association hopes that industrial and commercial locations as a whole will be promoted and switched to renewable energy.
With the 5 billion loan and the planned climate projects, Berlin should get closer to his goal of becoming a climate-neutral metropolis.
