The difficult starting situation becomes clear when you look at the numbers: only a third of the non-daycare children came to a language test in one year, although 891 of them had a special needs. Only 162 children went for care. 1225 children of the current group of non-daycare children have a language support. The challenge is to integrate these children into daycare centers in order to prevent them from being stamped as an educational provider right from the start.

In order to implement the year of the daycare chances, there are some new measures: From the school year 2025/26, three-year-old children receive a welcome voucher to motivate the parents to register their children for language support. The language test is preferred by two months and parents who do not react receive visits from district mothers or social workers. If necessary, a fine can also be imposed. Children with language support can search for a place in all daycare centers and the youth welfare office helps and leads a list of free places. Language support itself starts 18 months before school and is intensified, with seven hours of daily funding instead of five hours so far.

The complete implementation of the day of the daycare chances requires changes in the law and will only be completed in two years.
