Berlin is preparing for the construction of new tent cities to accommodate refugees. Due to the continuing influx of asylum seekers and war refugees, the search for suitable locations is becoming increasingly difficult. The city has already reached its capacity limit. The districts have reported that no further locations are available. The black-red Berlin Senate is faced with an enormous problem.

In order to find new accommodations, the Task Force "accommodation and integration of refugees" was founded. The task of the task force is to find new locations for accommodations. In the first half of 2023, a total of 6,531 asylum seekers were registered, which corresponds to an increase of 34 percent compared to the previous year. In addition, 8,500 war refugees from Ukraine were added. The number of daily refugees who need accommodation is around 110. However, the accommodations of the State Office for Refugee Matters (LAF) are almost fully utilized. Of the total of 32,019 places in admission and community facilities, only 547 places are left.

The search for new areas for the construction of accommodations is extremely difficult. The possibility of densification, i.e. the accommodation of other people at the existing locations, is also exhausted. Peter Hermanns from IB Berlin-Brandenburg gGmbH, which operates container accommodation in Hangars 2 and 3 at the former Tempelhof Airport, says that there are already too few rooms available and there are no other options. The few available places are quickly occupied, since the refugees often have to stay longer than planned.

In autumn, the Situation is expected to become even more difficult if the number of incoming refugees continues to increase. Social and Integration Senator Cansel Kiziltepe (SPD) therefore plans to build lightweight builders as an emergency solution. However, these tent cities offer less space and privacy than the existing container accommodation. Kiziltepe estimates that another 10,000 to 12,000 refugees will come to Berlin by the end of the year. There are already potential areas where lightweight buildings could be built in the shortest possible time. However, the exact locations are still unknown.

The construction of lightweight halls and tent cities does not correspond to the desired standard of refugee accommodation. Nevertheless, this is essential due to the acute lack of space. Despite the challenges, Senator Kiziltepe is confident that the accommodation of the refugees will succeed together with the districts. After the summer break, urgent decisions must be made. Mayor Oliver Igel from Treptow-Köpenick warns of the consequences. When half Berlin is completed with accommodations, there are questions about the formation and care of children as well as the infrac structure at schools and daycare centers.

The refugee accommodation in Berlin therefore faces major challenges. The search for new locations is difficult and the existing accommodations are almost completely occupied. The construction of tent cities as a emergency solution will not meet the desired standard, but is necessary due to the continued influx and the limited space.
