District office Friedrichshain-Kreuzberg: Budget lock from 2024
The district office Friedrichshain-Kreuzberg has announced that it has agreed on a household part-time lock from January 2024. This measure is necessary because the district will have to save around four million euros in the next year due to the requirements of the State of Berlin. The partial lock is carried out in the amount of the flat -rate reductions (PMA) to be provided, whereby legally required services are not touched by the lock.
As early as September 2023, the district office had to block the budget for the current year due to an impending deficit of nine million euros. This lock is now canceled in favor of partial barriers in the amount of the PMA.
The savings in the district budget must be provided from the remaining property for the district from 2024, for example from funds for school cleaning, financing youth and senior institutions as well as for combating addiction and homelessness. This is due to a resolution of the double budget for 2024 and 2025 in the House of Representatives, which prohibits the districts not to use the PMA's reduction.
District Mayor Clara Herrmann commented on the budget lock and emphasized that the structural underfunding of the districts was a danger to the functioning city. The twelve district mayors had already warned in an open letter about the impending clearing of the social infrastructure and pointed out that the districts are forced to shorten in the areas that are particularly in the focus of the state government with the youth summit and the security summit.
The budgetary block will temporarily come into force from January 2024 until an agreement on the savings to be made is reached in the district office.
The following table summarizes the most important facts about the planned household barriers in Friedrichshain-Kreuzberg:
| Measure | Budget lock from January 2024 |
| ——————————— | --————————
| Reason for the measure | Savings of the State of Berlin |
| Scope of the partial lock | In the amount of the flat -rate minor expenses (PMA) |
| Effects on the household | Reasons in controllable material resources for school cleaning, youth and senior institutions, as well as addiction and homelessness fighting |
| Duration of the partial lock | For the time being from January 2024, up to an agreement on the savings |
The planned budget lock in Friedrichshain-Kreuzberg underlines the challenges with which the districts are confronted to implement the required savings. The structural underfunding of the districts is a major challenge and is expected to have an impact on the city's social infrastructure.
